The General Register Office in Lombard Street, Dublin. See www.groireland.ie
I would try ringing first, as you may find such early records are not held centrally. I had to obtain my Grandmother's birth certificate from the local office for West Cork, in Skibbereen. However, if all the registrars are as helpful as the one there, a phone call and a chat about the certificate required may be enough to get it.
No need. Their non-Catholic marriage records date back to 1 April 1845. Catholic marriage records date back to 1 January 1864.
