Why was he ever allowed back in the country and were the security services right to risk public safety by allowing him so much freedom on his return?

Doubtless the Security Services had their own operational reasons for allowing him such apparent 'freedom'.

He has been successfully neutralised. Thank goodness.
I suppose he was allowed back because he's a British citizen - but no, the security services weren't right to risk public safety. Immediately upon his return he should have been banged up - permanently.
Deport. Should have happened a long time ago.
Revoke the citizenship given in 2003 and deport.

But I wont hld my breath, after all I'm sure there will be pond life lawyers queueing up for his human rights.
I didn't think you could do that, ymb, but apparently they can when it's conducive to the public good. However, while he's a British citizen he's as entitled to his rights as anyone else.
"However, while he's a British citizen he's as entitled to his rights as anyone else. "

I know that is why I said revoke then deport.

It should have been revoked years ago and he should not have been allowed in. As should happen to all these 'fighters'.
as long as he's human he has human rights, hence the name. I won't be lying on the runway to stop his deportation, though.

/// November 2016 - He returns to the UK from Turkey and is stopped at Heathrow, where his fingerprints are taken. The FBI match them to those on bombs in Afghanistan in 2012. ///

And it took another six months before he was arrested, I would have thought that the fingerprint evidence supplied by the FBI would have been enough for them to arrest him immediately.
I can only think that the Police hoped the surveillance, rather than arresting him, would lead to identification of other members of his cell.

Oh so if a dangerous Lion was loose from the Zoo one would leave it to roam freely to see if it connected with any other Lions which may be loose?
Lol...Lion's don't use the internet.
Stupid analogy, AOG.

Do you not think my theory might be right, or do you prefer to believe the police / security services are as incompetent as you're suggesting?

Well they do have a past history.

https://www.standard.co.uk/news/uk/manchester-suicide-attacker-was-known-to-security-services-but-not-thought-to-pose-immediate-threat-a3546401.html

/// The suicide bomber who killed 22 people, including children, at an Ariana Grande pop concert in Manchester was known to security services but they did not believe he posed an immediate threat, sources said today. ///
There will always be some who slip through the net.
There will no doubt have been method to what appears to us to be madness, but it isn't always for us to know.

Glad they've got him and hope watching him gave them insight into others too.

Ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha ha - good one AOG (but shouldn't it be in "Jokes"?).
Keeps your mind off the paedophiles though. Silver lining.
// Why was he allowed back into the country? //

The clue is ‘Saudi-born’.
The British Government don’t want to ever upset the Saudis, so they bend over backwards to be good to them.
He's a British citizen - unfortunately.
Fortunately, that^ doesn't matter.
