fine structure constant

does any one understand what the fine structure constant is? the nearest I've got is that is 'characterises' electromagnetic interaction (whatever 'characterises' means here) and the 'answer' (value) is 1/137. It seems like the question in the Hitchhiker guide to the Galaxy books, which asks 'what is the meaning of life' and the answer is '42'. Is it a ratio, and if so, of what?
