If you've a blown lightbulb, and the switch is in the 'on' position, does the circuit still use electricity?

No. There has to be a complete circuit to use electricity. A blown lightbulb breaks the circuit so no power is used.
is this a serious question ?

thats like saying does it use power when turned off.
we could always have a sensible debate like does turning up the volume on your radio use more electricity?????
Yes, of course it does, littlemissta. You can't get something for nothing. More sound energy must mean more energy drawn from battery or mains.
