It's not a joke, doug has put this theory forward before with planes etc, he believes it and I just got a rollicking from jim so it can't be a joke.

Missiles can not hover it is impossible. They are rocket's, engine stops rocket drops to Earth it really is that simple.
You may be thinking of orbital bombs, they are placed in orbit above the Earth like a satellite. At the right time you fire the thrusters to bring it out of orbit and reenter the atmosphere where you want them to come down. Like the space shuttle but with a bomb on board. At the moment they are banned by international treaty.
