Let me try and explain ... in Mozilla I get across the top File; Edit; View; History etc . This is what I would like in Google Chrome. Is it possible?

First of all you will need to download Google Chrome then and then you can add some extensions if you want on it.

So what you want is a menu bar, not a ruler bar.
You don't need it in chrome, just click the spanner icon at top right.
