I would guess it either comes from potato chips being cheap to buy, or something to do with wood chips, which being the offcuts of a useful piece of wood, would also be cheap to buy...

Another possible source is from the British forces' slang term 'chips' for Indian rupees which weren't worth much.

And isn't it odd how Dickinson sees himself as a stylish man-about-town while the rest of us see him as a right pillock.
