This is about as self-explanatory an expression as you can imagine. Chips (ie french fried potatoes) bought from a chippie (a fish and chip shop) are very cheap - what more is there to say? Except that the expression is probably originally Australian, and of course that the alliteration between "cheap" and "chips" makes it almost poetic.
