Lime trees

Each year, my lime trees sprout scores of shoots from the base of the trunk upwards. Each year I cut them off only for them to come back the following year. Is there any method other than annual pruning that will discourage this new growth?

Oh dear. It's so tedious doing this every year. They are pollarded.
How are avenues of limes managed? There must be an army of gardeners to maintain them.
