I don't think either civil or civic fit as they are both adjectives.

one bit = piece the "c" comes from this

And I would competely agree with you if the clue posted said 'OF ordinary citizens etc etc '....but it says 'ordinary citizens etc etc..'

LADYALEX i posted the clue exactly as it appeared in the crossword
ladyalex, I see your point about the clue and I think my brain just filled in the OF bit automatically for some reason. I'm a bit confused now! :-)
Then the compilers should be chided for their lax use of clues. :-)

I have to agree with Sandy-Wroe, the compiler is a bit lax.
