Babushka? Babushka contains the word sub( sub lieutenant) and a babushka hat is a Russian peasant's scarf worn tied under the chin or at the back of the neck.

22 looks like it is Tarboosh - also spelt Tarbush or Tarboush

I've worked it out now.

It's TAR = sailor + BOO = disapproval + SH the borders (first and last letters) of Scottish.

The answer is CORNET, which is bot a lady's headdress and an old rank in the army now equal to a sub-lieutenant.
