Fore-and- aft sail lowered round sloop's stern. No word length given, but I suspect it's 3 letters. Fan?

1. spank (sank/lowered around "p" - the last letter/stern of sloop)
2. phares (lighthouses) - move fast = hare with ps (half of cops) around

Thankyou JMR, I had incorrectly put "colony" which threw me off course. I did find this one, shall we say, rather challenging.
No doubt the answer is SPANK, but isn't a fore-and-aft sail a SPANKER ?

pldcav, you are quite right, maybe the setter is a "boaty " person and into nautical text speak ?
