Would suggest ower as that is the Scottish form of over and the Waverley novels are by Sir Walter Scott.

Thanks amsterdammer for pointing out the website. I was not aware it existed. Their grid has OVER but I am set on OWER for the reasons novalis put forward.
Hope I'm right. I can justify ower rather than over given the Waverley reference and can't really see a reason for over. I'm sure somebody else will advance a counter-argument.
hi all - I went for "over" - o, being a shortened form of "of" + ver - "of WaVERley's content" i.e. part of the word Waverley.
However, as the clues to this crossword get more convoluted by the week, it's sometimes difficult to fully justify some of the answers. Compared to this, the mephisto is a doddle.
