cogniscente is the singular...'i' the plural, so the former
Grammatically cognoscente is the singular of the noun, cognoscenti is the plural. The clue says "person" so the former should be correct.
That is cognOscente.
The correct spelling is cognOscente.

I seem to remember this answer appeared in the same crossword a couple of months ago and the setter didn't know the diffence between the singular and the plural that time!

doesnt that mean it could be either singular or plural, as it says 'expert'.
