Waxing just means growing (as in a waxing moon) so it just means "getting more poetic" (than before!).
To converse about a subject in an enthusiastic manner.

Full of enthusiastic praise, poetic, expressive and emotional.


One can wax poetic, lyrical, eloquent, philosophical, etc. It's all pretty much the same thing. 'Wax' in this context means to increase gradually in size, number, strength, or intensity. The lyrical means poetically or expressing deep personal emotion or observations.

I think it means they're going on about something!
