That would depend on which side you were stood, surely?
It doesn't matter from where you are looking, it will always go anti-clockwise.
What if it's a digital clock?
clock?
It will depend what day of the week it is.
A few years back, one was erected near where I live and the owners used to reverse the direction from one day to the next - presumably to even out the wear on the cogs/gears/bearings.
It does depend on which side you stand. The London Eye goes clockwise if you view it from the opposite side of the Thames, anti-clockwise if you view it from the South Bank.
Where you stand has no bearing at all on the direction the wheel travels.
Thank you Canary - I was starting to think I was going bonkers for a mo...
The OP asks "will it be going clockwise or anticlockwise?", not "in which direction will it appear to be moving?"
The wheel will be travelling in one direction but that direction will differ according to which side you are standing on.

Thank you shoota and canary for me you are right but then lie in king

Bloke walking along riverbank.
Bloke on opposite bank shouts.
"How do I get to the other side"?
1st bloke shouts back.
"You're on the other side".
Draw a circle on a piece of paper, around it put directional arrows, turn it over and hold it up to the light and the arrows reverse.

Warton I thought he would have shouted which way is this dam wheel turning
depends what time it is m/m
If two people stand on opposite sides of a big wheel, it will APPEAR to be travelling in a different direction to each of them. In fact it WILL BE travelling in only one direction.

Exactly the same as two people standing on opposite riverbanks. To each of them the river seems to be flowing in a different direction - to the left or the right.
Not quite right - the river will seem to be flowing in the same direction - from the source to the mouth (presuming it's not tidal) - whichever side you stand. It's only when using ambiguous terms to describe it (as with the big wheel) that appearances seem to differ.
