Should the drug Cheats ever be allowed back?

Despite the BOA being overturned they are not compelled to select drug cheats are they? Can the cheats be stopped or should we just give up and turn athletics into a chemistry contest? I must admit to being totally indifferent these days as you never know when athletes are doped up.
