The clue was-----With hardening of heart settle account, they are at end of range.Answer was given as FOOTHILLS.Can someone tell me why?

settle account = foot bills (harden the heart - h instead of b)

I don't understand why the B should be removed
B is the centre letter and by changing it to H (harden) turns it to an area at the bottom of a range of mountains
Hi ubasses- I realise that but I'm not sure 'hardening of heart' is a clear instruction to replace the central letter (B)
I took heart to be the centre of the answer word.
It's not a clear instruction, it's a cryptic one!
