And finally 15d. 8's a clue to this songbird. Answer must be "pipit" but 8d is "beat it" so what is wordplay? Thanks

5 is technical, the letters of which plus those of goals makes 'teaching locals'
16a - german city is Munic(H)
10a - technical. teaching locals minus
the letters of goals then scrambled

23a - subvert. anag of tv user + b(broadcasting)
23 is subvert. It means to corrupt and 'tv user' abroad means anagram of tv user and head of broadcasting is b; inspired means inside.
