I have a feeling that Richard 11 did - as well as Ethelred.
Henry I, John, Edward I, Richard II, Henry IV, James II.
George IV secretly married a Catholic in his youth, a situation which had to be sorted so he could have a deeply unhappy official marriage to Caroline of Brunswick.

Not sure it is totally fair to blame the royals themselves.

They have always tended to have an "official" partner chosen for them, a prince or princess from some other country.

They may have disliked this person, but put on a brave face for the public.

Behind the scenes they would be having affairs with the people they "really" fancied.

This worked OK in the past when the king or queen was a ruler in the true sense (like Henry VIII) but came a cropper with Charles and Diana as we live in a different age.
