Presumably ... A + MS(manuscript) with to (for turn over) inside? ... But seems a bit weak?
Turn Over = T O
A manuscript = A MS

TO in AMS = ATOMS

i'm not saying I'm right or that the clue is particularly brilliant, but... you could say "a manuscript" is AM.

In that is "turn over", or TO. Then S, for "small". All equaling fragments. Go figure!
Gen2 has it. manuscript is MS.
I agree, it is weak... but TO is in Chambers as an abbreviation for turn over, so it is technically correct.
TO is given in Chambers as an abbreviation for Turnover (amongst other things)
A bit of overlap there between posts but I think we've covered all bases between us.
So it is ... should have checked earlier!
