19a overwhelms conservative with loads of paper (6)

This looks as if it should be c reams, but I can't find cream meaning overwhelm in any of my dictionaries. What am I missing?

Definition of Cream
Creams looks good - it's in Chambers 'to overwhelm.' Suggestion for a Xmas present?
Chambers gives one definition of 'cream' as 'to thrash or defeat soundly'. Chambers gives one definition of 'overwhelm' as 'to defeat utterly' - so I think the clue works, though I don't think it's very good.

Thanks everyone. I've just had another look at 'cream' in Chambers, and see it gives "to thrash or defeat soundly (inf)". Silly me!
