28a Who for example, takes whiskey in a tumbler d?y?r
Obviously a dryer since that tumbles clothes, but why else?
rye is a whiskey but what doctor prescribes it (or who dont?)
Here in the the US a dry is a state that proscribes whiskey.

I think that reading 'dr' as doctor is correct. After all, the clue doesn't say anything about a doctor prescribing whiskey, so maybe you don't need to go down that path.
