i've got nowhere with the unclued lights so far

43a. I have ?HE???S? Where does it split? Begins THE ??? Can anyone confirm that's correct, and possibly give a HINT ???
Your split is correct.
The definition for 43 is simply Hacks, nothing to do with cutting!
Sorry - forgot to add the hint you asked for. The second word is non-verbal, grammatically speaking. Still bamboozled by the unclued words, though...
I'm in the same position as Maurice - full grid except for the unclued lights and no idea what the theme is.
i was wondering whether the title could be interpreted as Never Never especially because of one possibility for 37d, but can't get any further than that

I think 37D and 39A taken together are in a prophecy. So the current occupier of the office is considered the last or Never Again.
