Yes, they already are.
The three main parties are pro Europe. Most people are happy with it. A few bonkers tory backbenchers and the xenophobic Mail and Express readers are against, but they are just a vocal minority.
Not really. It's like Scotland's relationship with the UK. There'll always be a significant minority who would like to be independent from it.

Assuming Yerp is an alternative name for Europe, most folk are comfortable with it, it's the EU that we ought to get out of and tell to stop imposing regulations on us.
