No, it may mean that the person is an enthusiastic Ulster Unionist, manifesting their allegiance to the cause. Whether that is a good thing might be debatable.

The swastika has a long history ,pre-dating Nazism. There was a laundry in Ireland which had it as its symbol; it may even have been called the Swastika Laundry.

The salutes are different.

Black power salute is a fist.

Nazi salute is a raised arm with Palm facing downwards.

So in answer to your question, no - not all raised arm salutes are Nazi salutes. Only some of them...
That's as much a swastika as the London 2012 logo was. Some folk need to stop jumping at shadows.

I'm not sure if it's exclusively linked with the Nazis, but it's never a good thing to do. Anyone who does this type of salute is a tw4t.

Anyway... no, the second one is a black power salute by US athletes in the 1968 Olympics, and involves a clenched fist.

The Nazi salute involves a stiff arm (Steve's umpire hasn't got one), open palm facing downward. The Helmand photo looks suspiciously like one of these. What were they thinking?

No - as with anything it is about context and intent.
that's not a goose step, it's either a leg bye or a morris dance.
