Please can anyone help with/and explain wordplay of:

a fair weather friend would disappear when the going got tough
Looks like it's an anagram of "W[ith] i the RAF are".
i believe it has something to do with the fact that ....the RAF will fly in Fair Weather or Not whatever the case may be....a quote i have heard a few times being an ex Royal Navy man.... we sailed in fair Weather or Not whatever the case may be
