Need some kind help with explanation of wordplay. I found today's puzzle a bit odd.
10A Roman poet heading off has to travel around a bit (9) PARTIALLY
13D Old beast rises to appeal, in our case (9) STEGOSAUR

Pretty sure I'm right, thanks for any input.
