in the paper today a sentance went as follows "My view [is] that the Nepali community in this country ia a direct and beneficial contributor to the social,economic and cultural life of our country,"he said. Please could you tell me wot the [is] in the sentance stands for ? thank you for your time.

it's just a shortened version of what was actually said but it gets the meaning across without extra unnecessary trivia.

It probably went something like, "My view of what he just said is that the Nepali...."
Shown as it is, the text in brackets indicates that there is no break between the words on each side of the brackets and the bracketed word has been inserted to maintain the sense. If text were omitted at this point, that would normally be indicated by three dots...

In fact the omitted text comes before the quote. This is what was actually said by Michael Gove:

"Will he now place on the record his view, which is my view, that the presence of the Nepali community in this country is a direct and beneficial contributor to the social, economic and cultural life of our country?"
