When, and why, was it decided that luck would be female?

In Roman myth, Fortuna was a personification of good fortune or luck having been originally a goddess of fertility. So, they, too, figured her to be a lady!
I should have pointed out above that Tyche was the goddess who performed the same function as Fortuna but in Greek mythology. (How far back do you want to take this female+luck idea?)
possibly because only a woman would be so alluring and promise so much but ultimately leave you desolate and out of pocket.
