Its earliest uses date from the 1820s and one meaning of it back then was the cell below a court-house, into which all the accused were crammed whilst awaiting the call upstairs for trial. Since then, it has taken on the meaning of any drawer or small room into which things are just thrown haphazardly...in much the same way as the prisoners were in the past.
