The phrase was originated by Roy Crane in his 1935 comic strip "Wash Tubbs and Easy." "See you in the funny papers" was his sign-off, saying he'd meet you next time, basically, when you read the comic strip again. (The comics section in the newspaper in the US is often referred to as the "funny papers" or "funny pages".)
