The full phrase is "The hair of the dog that bit you."
It comes from a Meieval belief that putting some hair from the dog that bit someone into the wound, would help the wound to heal.
Nowadays, it traslates as drinking more or what made you drunk last night.
Both ideas are qually rubbish - but the second is more rubbish because it comes from modern times, when people are supposed to know better!
It's really just a lame excuse to start drinking eary in the day.
