seeing japanese/chinese text on the internet

Hi I need to visit and use some Japanese sites that are written in Japanese symbols. everytime I go to the site it says it will download the Japanese Text support file . I click on download, but it then says it cannot download it and to go to tools then windows update to sort it out. I have done this but my system is up to date and does not download anything. i have tried a search on microsoft's website for this file but found nothing. Can anyone help thanks

what windows are u using ? have u tried just going to encoding and see what happens?
