In past times, a 'scot' was a tax, so if someone went 'scot-free' it meant he was excused payment of it.
I know a vulgar joke about it - involving Jeremy Thorpe - but it's not fit for a family site - sorry.

Actually, Andy, Thorpe's involvement with Norman Scott was the most 'expensive' - in political terms - thing he ever did! So, far from 'free'.

No - it brought back a vague rememberance, so I googled Thorpe and found something referring to Scott - but still cannot imagine the joke. These days no one would bother with it all.
These days he'd get his own T.V. show a book deal and a crack at "Celebrity" Big Brother!
