The word 'control' itself came to English from Latin via French and has been used since the 1500s. However, the phrase 'under control' is not recorded anywhere before the 1930s. The idea is obviously that - like a horse controlled by reins, heels etc - whatever is being talked about is organised and regulated or working properly.
