Heard this phrase occasionally in movies,

forgot context,,,,

e.g., I just can't begin to do thing.

What does this mean?

It's just a means of emphasis. e.g.
"I can't imagine what it must feel like"
"I can't BEGIN to imagine what it must feel like"
Same meaning, more emphasis. You can add even more emphasis by saying: "I REALLY can't BEGIN to imagine..."
