where Okay comes from is much discussed; here is an AB thesis on the subject. I imagine okey dokey is just repetition/variation/rhyme for added emphasis.

'Okey-dokey' was first recorded in 1932 in a publication called 'American Speech', so it is a bit of colloquial USA English which is - as Jno says above - just a variant of 'OK'.
