The earliest meaning of 'easy' was not 'simple' - which is largely how we use it today - rather it meant 'at ease' or 'free of restraint'. So, the application of that adjective to New Orleans was a reference to how laid-back it was...what with the French influence, jazz, prostitution etc...as opposed to the rest of strait-laced USA.
