think it means "on the dole"??
Buroo or broo is a corruption of bureau and it refers to the Employment Bureau, so to be 'on the broo' means to be claiming unemployment benefit...ie dole as mentioned by Roslyn above.
Scottish colloquial.on the broo Phrs. Unemployed, claiming unemployment benefits. Also on the burroo. [Scottish use] .
in Ireland on the bru
Buroo used in Dundee as a short form of bureau meaning "on the dole", unemployed, out of work.

Dundee song:

We're the lads fae the tap o' the hill
Never worked and we never will
We're on the bureau.

We're the lads faw Norrie's Pend
Never worked and we don't intend
We're on the bureau.

Many more verses which escape me at the moment.
"fae" NOT "faw"
And there was me thinknig it was on the brew as on the drink!!!!
.. and it's no relation to Irn Bru, either !
