"never cease to amaze me"

i'm never sure of this phrase.. does it mean to 'never stop amazing'.. or 'never amazing'?

It means that the subject being discussed is so unbelievable that "it never ceases to amaze me"

for example: The Tory party were voted into office by the British public for 18 years even though they deliberatly put 6 million people out of work, drove down wage levels to that of third world countries,and destroyed the National Health service.

It would be correct in these circumstances for someone to say

"it never ceases to amaze me just how stupid the voting public of Britain can be"

For example you could say:

"Socialism has been utterly discredited all over the world and yet it never ceases to amaze me that there are people who still think it can work"

It means that you are constantly over-awed by a particular thingymajig.
Yep! Socialism is as absurd as Christianity. "Love thy neighbour as thyself...Turn the other cheek"...and so forth. Pshaw! Utter nonsense!
