Of course not. If I were a woman I would welcome them. Those women who don't should wear a burkha.
They're the bain of my life :-))
My elderly aunt (about 65 at the time but had kept herself in good nick) was once wolf-whistled as she came out of a pub. She turned around to see two young lads. Pointing to her face, she said, "I'll bet this ******* shocked you."
Not sexual harassment but they are not always welcome.

When I was much younger I had to pass a building site every day. The guys shouted compliments and wolf whistled, they meant no harm but it can be intimidating and made me feel slightly vulnerable.

Back in the days when I might have been the recipient of a wolf whistle I would have most likely come back with a clever retort and made the whistler look a *** in front of his mates. I certainly wouldn't have seen it as sexual harassment. A candidate for our local PCC has made a comment saying they are harmless and other candidates are now saying he should stand down.
no
A wolf whistle alone is fine, it's when it's accompanied by lewd remarks it can become a nuisance.
If I could possibly hear the shrillness but then I could look around the building sites and actually see the guys with the fingers in their mouths - and I am going by with my beautiful slim body and long blonde hair - compliment to me and glad of it.
Not every person who's on the receiving end will react the same way, and those who aren't keen on them shouldn't be judged or criticised. Even if meant innocently, better to wait until you know someone well enough, rather than make comments on strangers.
It should also be said that there's nothing special about wolf whistling in that respect either. More or less everything is fine, if there's consent and understanding about what's intended: people can make all sorts of outrageous jokes among friends, trade mocking insults, etc etc, that they'd obviously never expect to get away with in general with strangers. It's all about knowing somebody's boundaries and respecting them.

Regardless of our opinions on wolf whistles, this guy is completely unsuitable for the role! He also thinks that most attacks on women in this country are carried out by migrants!

It was a signal of appreciation of an attractive lady, showing that they thought she looked very pretty, nothing more. A complement upon her appearance.
Can wolves actually whistle?
I thought they usually howled, mostly at a full moon.
Not at all.
It's just appreciation of a pretty girl or woman.
I got wolf whistled and 'alrite darlin'ed when I was younger and mostly ignored it. On a few occasions I responded with FO and got called moody and pre-menstrual.
i have been whistled at in my younger days. Can't say i liked it but hey it doesn't happen now......
I think it happens less these days. I believe that it is against Site Rules at major building sites, and the sub contractors don't want to jeopardise their jobs.
I didn't make siterules a link, it must be automatic.
They always make start walking funning.
