If the 1920s is called the 20s and 1930s is called the 30s etc, what do you call the period 1901-1909 and 1911-1919?

If you are unclear in how you express it there could be confusion - make it clear you refer to a decade.

In the same way I could say 'I am a size 6' - am I referring to my dress size or my shoe size?

It really depends who you are addressing and what they will understand.

No... but we are both wrong. The nineteenth century started on January 1st 1800 and ended at 11.59pm 1899

Technically speaking the 20C began on Jan 1 1901 and ended on Dec 31 2000.

The same debate was had about the start of the millennium which some argued should have started on 1/1/2001 rather than 1/1/2000, but they were clearly in the minority.
It's the old argument about whether the 1st century started in year 0 or Year 1. Was there a year 0 or was year 1 AD preceded by 1 BC?

In which case you need to learn how to count to 100. The first year of the first century was AD 1 and the last year was AD 100. The second century began in AD 101.
The first year of the first century was AD 0 and the last year was AD 99. The second century began in AD 100.
The very first day of AD 0 was, ( using the modern calendar for example only), January 1st 0000. the following year 1st Jan. 0001

No. You are in your first year. You count in months or weeks because you have not yet reached the end of that year.

In fact he’s correct full stop.

However you can still say that eg 1920 is in the 1920s as “the 1920s” can be a shorthand way of saying “1920-something”
