we just started to use MSN Messenger.  How do I find out about sending messages to mobile phones?  And does it cost anything to send to mobile phones?

It does cost, which is charged to the mobile phone account of the person you are sending a message to.

Does that mean that all mobiles you send messages to get billed/charged? Nightmare. Someone could use that to waste others' calltime or prepay accaounts.
