What a twit ! If he ever gets his car back, I hope we can assume he won't park in a disable bay again.

Frognog...Disabled Bays are there for a purpose......to ensure that people who are less able-bodied can park more conveniently. So, by using this bay today,
he has prevented someone more deserving from using it. I am at a loss as to why you are defending him ?
There is a woman who works as a Virgin Air Stewardess, who continually parked in the disabled bay at my local Co-op at home in Swansea. Well, she did until she was behind me in the queue at the check out last summer, and I courteously allowed her go ahead of me, by saying to the lady on the till
" Please let this Disabled lady go first"
" But I'm not disabled ! " she exclaimed.
I replied " Well, if you are not disabled, why are you parked in the disabled bay then ? "
She never parks there now !
