Digital gives you more channels, better picture. A £10 box will convert any old TV - no need to scrap them.
The old analogue frequencies can be sold by the government to the mobile phone companies for new services - raising billions of ££ and keeping your taxes down.

Yes, the country is gradually switching off the analogue TV signals area by area. It sounds as if you are in an area that had the analogue end last night. From here on in all you are able to get are the digital channels. Freeview as you say. The government will be allocating the freed up analogue spectrum to another use. Yes the government does what it likes, you pay for whatever you need to continue to receive your TV programmes.
As long as your TVs have scart sockets you can pick up freeview boxes for around a tenner on ebay (or a bit more in the high street)

This started happening in 2008 and will end in Northern Ireland this October. Short of knocking on every door in the land and poking every living person in the eye until they acknowledge this I don't see what else could have been done to warn you.
My Belfast apartment will switch over this October but being in the shadow of a big mountain means I will only have limited Freeview service, so a dish for a Freesat box is ordered with six months to spare. The Freesat box was only around £30.
