When the VAT was reduced in 2008, Darling raised the fuel duty to compensate for the loss of revenue. Now that VAT has been increased, has he reduced the fuel duty back to what it was and if not, why not?

Not that I can see.
What would be his incentive to do so ? Tax ratchets up, more revenue.
As the VAT return was scheduled and the date well known I'd imagine it was just factored into the overall fuel duty level.

Of course some will read a huge conspiracy into that
Of course fuel duty was not reduced. Did you miss the April 2009 Budget announcement of further increases: 2p per litre from 1 September 2009 and 1p per litre in real terms each year from 2010 to 2013?
