A hanged man never reoffended many a released murderer have, I belive 20 last year alone.
Not answering the question exactly, but responding to Noxlomus point about changing attitudes. This implies indoctrination, presumably in schools as well as in the media generally. Now, indictrination has always been vehemently opposed in this country, but personally I am in favour of it for the common good. Problem is, who decides what the Common Good is.

I know what I would want children to be indoctrinated in : fair play, courtesy, tolerence, respect for others and their property, responsibilty for one's actions etc.

So, benign indoctrination, but which current politician would you recommend to draw up the agenda ?
I believe the death penalty can NEVER be justified.
