I was listening to that too and he most emphatically did not say he would or would not. He referred to what he had previously said, as you quote.
And it’s not just me who needs help on that, because having waited in vain for clarification, and receiving none, I thought maybe I’d missed something.
And the radio folk were also of the opinion it was ambiguous
