Definition Of "A Shop"?

With reference to the edict to wear masks in shops as from tomorrow I'd like to know what constitutes a "shop". Banks? Building Societies, walkways between 2 streets but covered and with shops on either side, libraries (as they often sell things too) cafés with a counter which sells cakes etc??? Has anyone thought this through?

I regret to say that common sense in this country is rapidly becoming uncommon.
Or you could say it’s been replaced by bloody-mindedness.

I'm not sure whether it's bloody mindedness or plain stupidity. I heard somebody on the radio recently complaining that the government hadn't reintroduced compulsory mask wearing until Tuesday when the new virus arrived last week. Have they so little gumption they have to wait until day the government mentioned before putting the mask on.
Vulcan, basically we haven't been taking notice of government advice on when we should wear masks, take care and generally protect ourselves since Covid came about. We just used our brains! It's been easy and caused us no problems and we shall continue. And we've certainly been out and not hidden away.
